  • Licensed Professional Counselor (LPC) Associate

    Location: Education Service Center Region 15
    Reports To: Director or Administrative Services/Federal Programs
    FLSA Status: Exempt
    Salary: Based on ESC Salary Schedule

    Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.

    Position Purpose: This position reports to the Director of Administrative Services/Federal Programs and is responsible for providing collaborative services to meet the counseling needs of individual students and staff, as well as providing program-wide supports while supporting a high-performance culture that emphasizes excellence, quality, productivity, and standards.

    Major Duties/Responsibilities:
    Provide collaboration, coordination, and support in the development and delivery of quality counseling services.
    Assist with consultations, referrals, planning, information distribution, and direct care services tailored to meet staff, students, and families' needs.
    Maintain a reasonable caseload of students with an additional focus on parent/guardian/family engagement.
    Compile, maintain, and file all reports, records, and other required documentation and adhere to all confidentiality standards of the counseling profession.  
    Maintain availability during extended hours as needed as a member of the ESC 15 Crisis Response Team.  
    Conduct suicide, trauma, violence, and risk assessments for students as needed.  
    Provide information, training, education, and consultation services to schools and communities concerning intervention issues. 
    Demonstrate high-quality customer services; build rapport/relationships with all stakeholders. 
    Demonstrate flexibility while working harmoniously in team settings and with other ESC staff. Maintain current Texas driver’s license and auto insurance and travel to provide home or community-based services and to attend professional growth activities and staff meetings. 
    Comply with program expectations as defined by the Program Director. 
    Perform other duties as assigned by the supervisor or the ESC 15 leadership team.

    Special Knowledge/Skills:
    Evidence of leadership skills, especially in the area of diverse populations and at-risk students 
    Ability to collaborate with diverse staff and community members in the delivery of programs and services to at-risk students  
    Working knowledge of state codes governing guidance and counseling services 
    Working knowledge of Multi-Tiered Systems of Support (MTSS), specifically Tier II and III services 
    Excellent organizational, communication, and interpersonal skills  
    Strong computer skills in working with internet and software programs 
    Ability to demonstrate courteous, supportive behaviors when communicating and collaborating with parents, community personnel, and staff 
    Ability to reflect and evaluate current practices to determine strengths and areas of growth to access professional development to improve practices

    Experience:
    Minimum of two (2) years preferred in counseling, education, or a related field (including practicum/internship) Strong preference for prior experience with children, youth, and families

    Term:
    This position is funded through a federal grant and will only be for two years (July 2024-June 2026). The position is dependent upon continued funding of the U.S. Department of Education and is an at-will position. If hired, employee will receive required supervision to obtain full licensure as professional counselor, dependent upon fulfilling all state requirements. Employee will receive additional professional training and will need to sign a non-compete agreement.
  • Finance Specialist

    Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.

    Major Duties/Responsibilities:
    Work with the Business Manager to maintain accurate accounting systems for the Education Service Center.
    Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and applicable policies and procedures.
    Perform cost accounting activities, bank reconciliations and accounting for grant expenditures.
    Assist in monitoring daily cash flow.
    Assist with monitoring investments.
    Review expenditure and financial reports to prepare ESC reimbursement requests to granting agencies.
    Compile statistical and financial data for the purpose of providing reports, developing budget recommendations, providing financial summaries to ESC Directors, and/or ensuring compliance with established guidelines.
    Responsible for the monthly accounting of bookkeeping costs.
    Review, verify for accuracy and post Data Services, Network Services and Space Usage journal entries.
    Process adjusting entries, as needed.
    Assist in the collection, analysis, editing, verifying, and submission of PEIMS data for the ESC.
    Create and monitor required report submissions for completion, timeliness, and accuracy.
    Assist with coordination of the annual end-of-year financial/budgeting/audit processes.
    Assist with budget preparation and budget amendments.
    Maintain security rights for all ASCENDER software users within the ESC.
    Provide professional assistance to user personnel and model instruction to ensure understanding.
    Provide training and assistance to staff in the areas of purchasing procedures, requisition entry, matrix and quotes.
    Maintain and assist with Buy Board administration and commodity code updates.
    Effectively present Business Office related information and respond to questions, as needed.
    Incorporate appropriate technology in daily work and exhibit continual growth in technologies.
    Perform job duties efficiently, timely and independently with minimal supervision.
    Demonstrate cooperation, consideration and professional courtesy with staff, vendors, and clients.

    Experience:
    Three (3) years Business Office experience, preferably in a public education environment and/or
    Four (4) years of accounting experience

    Education/Certification:
    Bachelor of Business Administration with a major in Accounting or business-related field (preferred)
    Advanced coursework in Accounting and related subjects (preferred)
  • Early Head Start Center Director

    Location: Brownwood, TX
    FLSA: Exempt (Full-Time)

    This position reports to the ESC Early Head Start Director and is responsible for providing leadership and instructional support to classroom staff to ensure children ages birth to three years progress toward the overall school readiness goal of social competence through a learning environment and varied experiences that help them develop socially, intellectually, physically, and emotionally in a manner appropriate to their individual age and development.

    Major Duties/Responsibilities:
    Serve as primary contact for Early Head Start program to the Region 15 ESC Head Start/Early Head Start Director.
    Keep Region 15 ESC Head Start/Early Head Start Director fully informed.
    Maintain awareness of all Early Head Start teacher and children’s issues at all times.
    Resolve campus issues (contact Region 15 ESC Head Start Director, as needed).
    Observe and mentor teachers in the classroom; provides demonstration teaching.
    Monitor and review lesson plans for all classroom staff.
    Research resources requested by teaching staff; provides information and implementation strategies to teachers.
    Coordinate classroom maintenance requests with Region 15 ESC Head Start Director and Brownwood ISD, including follow-up, as needed.
    Immediately report issues involving no water, heat, air conditioning, phone service, etc. or other immediate safety risks to children to Education Service Center Region 15, and Child Care Licensing Representative.
    Coordinate meal service, under the direction of the ESC Region 15 Health Specialists ensuring meals are served at designated times in appropriate manner.
    Oversee administration of CACFP guidelines; daily meal service.
    Ensure all menus, daily meal count, attendance records and daily meal production records are completed timely and with accuracy.
    Ensure compliance with Head Start Performance Standards at all times.
    Report any non-compliance to the Region 15 Consultant.
    In collaboration with ESC 15 Consultants, conduct training required by childcare licensing for new employees; reviewing classroom procedures and documentation following initial training by ESC 15 staff.
    Ensure substitute teacher information is available including child schedules, preferences and lesson plans. Foster a child-focused, “team” approach in all Early Head Start employees on the campus.
    Ensure that instruction is responsive to children needs, and consistent with Head Start Performance Standards and Child Care Licensing. Organize and conduct annual Early Head Start Recruitment and Registration procedures.
    Recruit, train and utilize parent volunteers in the classroom.
    Ensure classrooms maintain teacher/child ratio at all times.
    Develop lunch coverage schedule for all staff.
    Review all incident/illness report and sign documentation.
    Ensure parent receives a report of all incidents/illnesses that occur during child’s day.
    Develop a classroom schedule.
    Review class schedules and ensure they are current and posted.
    Maintain compliance with the Early Head Start Performance Standards, Childcare Licensing and CACFP Guidelines.

    Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.
    Primary Purpose: The Early Head Start Assistant Cook reports to the Early Head Start Center Director and is responsible to assist with meal preparation, and the delivery of meals in accordance with established state regulations and Head Start Performance Standards as they relate to nutrition, health, and sanitation.

    Major Duties/Responsibilities:
    Assist the EHS Cook with the preparation of approximately fifty meals per day that meet Early Head Start and USDA nutrition requirements.
    Develop and follow standardized recipes, and use portion control methods, including the weighing/measuring of meal components in accordance with CACFP Meal Patterns.
    Ensure that special diets (as determined necessary) are adhered to.
    Maintain confidentiality concerning a child's files and health needs.
    Assist the EHS Cook to ensure meals are prepared on schedule.
    Use appropriate guidelines for estimating amounts to be prepared and ensure that extra food or leftovers are distributed or disposed of per policy.
    Use food production and food storage procedures that follow the Brown County Health Department and Serv Safe Food Handler requirements.
    Perform weekly food inventory and assist with placing orders for items needed.
    Maintain a clean and sanitary food prep area.
    Complete routine cleaning and maintenance of kitchen and equipment.
    Complete and document weekly and monthly cleaning duties.
    Wash and sanitize utensils and dishes thoroughly, assist with gathering meal carts from classroom for cleanup.
    Maintain proper hygiene and dress requirements for food service staff.
    Perform other duties as assigned by the Center Director, Head Start/Early Head Start Director and/or Executive Director.

    Special Knowledge/Skills:

    Knowledge of proper food storage, preparation and cooking, recipe usage, standard weights and measures, and workplace safety standards
    Possess superior cleaning and organization skills
    Valid Food Managers Certification Basic math skills and use of calculator
    Use tact and discretion in dealing with sensitive situations  

    Education/Experience:
    High school graduate or equivalent
    Two (2) years cook experience (Preferred)

    This position reports to the Early Head Start Center Director and is responsible for providing instructional support to ensure children progress toward the overall school readiness goal of social competence through a learning environment and varied experiences that help them develop socially, intellectually, physically, and emotionally in a manner appropriate to their individual age and development.

    Major Duties/Responsibilities:
    Follow daily schedule and assigned classrooms to provide relief breaks to staff.
    Deliver meals to classrooms and assists with clean up.
    Maintain an orderly and safe classroom environment and outdoor play environment.
    Actively supervise children at all times, adjusting appropriately for different ages and abilities of children.
    Interact routinely with children in a positive manner.
    Promote feelings of security and trust in preschool age children by being warm, supportive, and comforting and by establishing strong and caring relationships.
    Ensure continuity of care for children by sharing with incoming caregivers information about each child’s activities during the previous shift and any verbal or written instructions given by the parent.
    Relate to children with courtesy, respect, acceptance, and patience.
    Demonstrate sensitivity, cultural respect, and positive manner in relating with children and assisting Early Head Start parents and staff.
